After a lot of experiment and testing i found that Dosbox could run it as like the old dos, but it had some problems like key-mapping that conflicted with shortcuts of Turbo C++, so i created a completely new installer for installing Turbo C++ on any version of windows may it be Windows Vista or 7(32&64bit) without any problems just click install and run the program from the desktop shortcut thats it!, Its very easy, atleast easier than installing the old dos based setup of Turbo C++.
